The first Call for Proposals under the EU4CAET Grant Instrument has been published, aimed at supporting community-led sustainable energy projects in Bosnia and Herzegovina.

The call is aimed at municipalities, cities, energy communities and partnership projects that actively contribute to the energy transition through concrete and technically prepared investments. The grant instrument is part of the EU4CAET project, which is co-financed by the European Union and the Federal Republic of Germany, and is implemented with the technical and financial support of GIZ. The fund is managed by the Development and Support Center in the role of fund manager.

Destination of the call

The aim of the call is to identify and financially support the first group of quality projects that:

increase energy production from renewable sources and/or energy efficiency in public infrastructure,
contribute to reducing greenhouse gas emissions and improving air quality,
strengthen the institutional and technical capacities of local communities,
encourage the active participation of citizens and the private sector in the energy transition.

Only projects that are fully ready for implementation, with completed technical documentation and necessary permits, can apply.

What is being financed?

Grants are intended for co-financing investments in:

solar photovoltaic systems,
biomass heating systems,
heat pumps,

infrastructure for charging electric vehicles,
energy-efficient public lighting.

Grants cover the costs of procurement, installation and commissioning of equipment, as well as accompanying construction and installation works directly related to the investment.

Financial framework

the grant covers 50 to 80 percent of the eligible project costs,
the maximum grant amount is up to 99,999 euros per project,
up to 170,000 euros for projects developed with the support of the Technical Assistance Unit of the Grants Instrument.

Who can apply?

The following have the right to participate:

municipalities and cities in Bosnia and Herzegovina, partnerships that include municipalities or cities and energy communities, citizens, the private sector or civil society organizations.

All projects must be implemented on the territory of BiH and be in accordance with applicable legislation.

Deadline and application

Project proposals are submitted using the prescribed form, with mandatory technical, financial and legal documentation, in accordance with the instructions from the Call.

The deadline for submitting project proposals is March 30, 2026, by 4:00 p.m.
