About the Project

The EU4 Collective Action for Energy Transition (EU4CAET) project is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Under the slogan "Together for Energy Transition", the initiative aims to empower local municipalities, citizens, and private actors to develop sustainable energy solutions that create jobs, improve energy efficiency, and contribute to climate goals.

EU4CAET will provide a combination of technical assistance and grants to accelerate community-led pilot projects, including solar panels, heat pumps, biomass heating systems, public lighting upgrades, and electric vehicle charging stations. Through communication and awareness-raising initiatives, the project will empower communities to take an active role in shaping BiH's energy future.

The European Union and the Government of Germany remain committed to supporting Bosnia and Herzegovina's sustainable energy future, empowering local communities as driving forces of the energy transition and facilitating access to renewable energy solutions. Through close cooperation between citizens, municipalities, and the private sector, this support aims to drive long-term changes that enhance energy security and improve the quality of life throughout the country.

Three Key Intervention Areas

Through a Grant Facility, EU4CAET provides a combination of financial and technical support to accelerate community-led, community-beneficial pilot projects.

01

Community-led Investments

EU4CAET strengthens local capacities to develop and implement energy pilot projects that serve as best practices for other municipalities to replicate.

02

Technical Assistance

Through advisory services, capacity-building, and mentoring, the project supports municipalities in overcoming regulatory, financial, and technical barriers.

03

Awareness-raising

The project raises awareness of sustainable energy benefits through campaigns and events — engaging public institutions and citizens to foster adoption.

Results

Expected Project Outcomes

EU4CAET increases public institutions' and citizens' understanding of the benefits and opportunities of renewable energy solutions.

01

Pilot Projects

At least eight pilot projects developed, serving as models for replication and demonstrating the potential of sustainable energy solutions — contributing to GHG emission reductions and RE generation.

02

Capacity Building

Municipalities and private actors enhance their technical and professional capacities for sustainable energy projects — building the confidence to identify and secure future funding independently.

03

Local Engagement

Targeted awareness-raising campaigns drive local engagement and ensure that public institutions and citizens recognise the benefits of sustainable energy — fostering further local investments.

UN Sustainable Development Goals

EU4CAET directly contributes to three UN SDGs in its implementation.

Affordable and Clean Energy

Ensuring access to affordable, reliable, sustainable, and modern energy for all citizens of BiH.

Sustainable Cities and Communities

Supporting municipalities to build sustainable, resilient energy infrastructure at the local level.

Climate Action

Reducing GHG emissions through pilot projects and enabling community-driven energy transition.
