The EU4 Collective Action for Energy Transition

Burning coal, oil, and gas produces more than 80% of the world’s energy. These fossil fuels emit billions of tons of CO₂ and are the leading cause of climate change. Therefore, the world has started to fully convert its energy supply and consumption. A renewable energy revolution has commenced, aiming to achieve the emissions cuts needed to reach global climate goals while generating job opportunities and saving money that can be invested in renewables.

Although Bosnia and Herzegovina (BiH) is heavily dependent onv fossil fuels, dominating the country’s energy production, first steps towards a greener future have been made. While the regulatory framework for renewable energy has evolved, investment levels remain low, and opportunities for decentralized, community-driven initiatives have yet to be fully realized. Therefore, the energy transition relies on the collective effort of citizens, businesses, and institutions, who play a crucial role in tackling climate and environmental problems while utilizing significant countries’ renewable energy potential.

BiH aims to fulfil EU priorities and contribute to the reduction of greenhouse gas emissions through pilot sustainable energy projects implemented at the local level. On this path, BiH has thestrong support of the EU and the German government through the project EU4Collective Action for Energy Transition.

Objective

The project enables municipalities, the private sector, and citizens to drive the implementation of the energy transition at the local level and ensure access to affordable, reliable, sustainable, and modern energy for BiH

Our approach

Through a Grant Facility, the project will provide a combination of financial and technical support to accelerate a pipeline of diverse community-led, and community-beneficial pilot projects that demonstrate the advantages of investments in sustainable energy and pique the interest of participating community stakeholders in making additional investments. EU4CAET focuses on three key intervention areas:

1. Community-led investments in sustainable energy solutions

EU4CAET strengthens local capacities to develop and implement energy pilot projects that serve as best practices and examples for other municipalities to replicate. These efforts demonstrate the feasibility of decentralised energy solutions and help municipalities build the experience and confidence needed to identify and secure future funding from their own budgets or other conventional financing sources.

2. Technical assistance for project development and implementation

Through advisory services, capacity-building activities, and mentoring, the project supports municipalities and other stakeholders in overcoming regulatory, financial, and technical barriers. It assists in developing viable business models and project proposals to make financing for sustainable energy solutions more accessible.

3. Awareness-raising

The project raises awareness of the benefits of sustainable energy through campaigns and events. Engaging public institutions and citizens, it highlights how renewable energy can improve daily life and contribute to broader community well-being. The goal is to foster a deeper understanding of sustainable energy’s potential, encouraging widespread adoption and inspiring further investment across communities.

Results

EU4CAET increase public institutions’ and citizens’ understanding of the benefits and opportunities of renewable energy solutions.

  1. At least five pilot projects developed, serving as models for replication and demonstrating the potential of sustainable energy solutions. The projects are going to contribute to GHG emission reductions and RE generation.
  2. Municipalities and private actors enhance their technical and professional capacities for sustainable energy projects.
  3. Targeted awareness-raising campaigns drive local engagement and ensure that public institutions and citizens recognise the benefits of sustainable energy and foster further local investments.
